Participation history
In 1994, the first detachment of law-enforcement officers of the Ministry of Internal Affairs of Ukraine went to the war-torn Yugoslavia to restore peace and resolve a bloody conflict. They were the first to pave the way for the participation of Ukrainian police in this noble cause.
Ukraine became independent and, as an independent state, had to shape its internal and external policies. It is no secret that all the first peacekeepers in Yugoslavia were identified with the Russians. It was necessary to declare that there is a state of Ukraine, that it is a peaceful state, that its law enforcement officers are highly professional and can perform the tasks set by the world community.
The way of establishing a peacekeeping movement of law enforcement officers from Ukraine is inextricably linked with the National Academy of Internal Affairs. In 1994, the first candidate testing and the first preparatory meeting were held at the Ukrainian Academy of Internal Affairs. Since then, no peacemaker has been sent to the mission without adequate training and training at the Naval Special Forces Center.
If we make a small historical retreat, we will see that the development of the peacekeeping movement was progressing gradually. 1994-1996 can be called the years of its formation. During these years, the leadership of the state formed the relevant doctrine of Ukraine's participation in peacekeeping operations, and Ukrainian peacekeepers proved themselves to be highly responsible police officers.
1996-2000 Ukraine established itself as a peacekeeping state on the international stage. The following is an example of this. In 1996, for the first time, the number of law enforcement personnel involved in peacekeeping operations exceeded 40. In 1997, our peacekeepers first left for Angola. In 1998, Ukrainian law enforcement officers are invited to participate in an OSCE mission in Kosovo. In 1999, the number of law enforcement officers increased to 100 in different countries and missions. In 2000, as a sign of recognition of the high professionalism of Ukrainian police personnel in peacekeeping, we are invited to send the first special peacekeeping units to Kosovo.
The Special and Kennel Peacekeeping Units were highly praised. During the riots in Kosovo in March 2004, the unit's employees acted professionally and resolutely, without suffering casualties from personnel and equipment, for which the UN Mission in Kosovo addressed a letter of appreciation to the Minister of the Interior.
Since 2000, Ukraine's involvement in peacekeeping has been expanding year by year. In 2001, Ukrainian peacekeepers first arrived in East Timor. In 2002 to the Congo. In 2003, Ukraine was invited to participate in the first European Union peacekeeping mission in Bosnia and Herzegovina, and for the first time Ukrainian law enforcement officers began to work in the EU mission. In 2004 to Liberia and the OSCE Mission to Macedonia. It is a recognition of the great professionalism of our employees and their responsible attitude to the fulfillment of their tasks. In 2005, our peacekeepers departed for UN missions in Sudan. For the first time in 2009, our peacekeepers went to the UN missions in Ivory Coast.
It is also significant that the leadership of the State is paying more attention to peacekeeping activities and the involvement of police officers. In accordance with the Presidential Decree of April 30, 2003, Ukraine annually celebrates the International Day of United Nations Peacekeepers on May 29. Only in 2004 did the President of Ukraine sign Decrees "On the deployment of peacekeeping personnel to participate in the UN peacekeeping mission in Liberia", "On the deployment of peacekeeping personnel to the European Union mission in Macedonia" and "On the Day of Commemoration of Participants in Other Territories", which will be celebrated annually on February 15.
The leadership of the Ministry of Internal Affairs of Ukraine considers the issue of participation of employees of law-enforcement bodies of Ukraine in international peacekeeping operations as one of the most important tasks and priorities of the Ministry of Internal Affairs.
